Name and Nature

The name of the association is Penya Blaugrana Islamabad. It is a non-profit FC Barcelona Supporters Club and adheres to its rules and values.

Objectives

  • Promote and support FC Barcelona in Islamabad and beyond.
  • Organize events, viewings, and activities for members.
  • Build a friendly and inclusive community of FC Barcelona supporters.

Members

  • Open to anyone who supports FC Barcelona and agrees to these statutes.
  • Members must respect the club’s rules and values.
  • Membership may be suspended or revoked by the Board if rules are broken.

Rights and Duties of Members

Rights:

  • Participate in Penya events.
  • Vote in General Assemblies.
  • Stand for election to the Board.

Duties:

  • Pay membership fees on time.
  • Respect fellow members and club property.
  • Support the club’s activities.

Duties

The Penya is led by a Board of Directors consisting of:

  • President
  • Treasurer
  • Secretary

The Board manages day-to-day activities and represents the Penya in all matters. Board members are elected for a term decided by the General Assembly.

Board Member Responsibilities & Liability

General Duty
  • Act honestly and in the best interests of Penya Blaugrana Islamabad.
  • Protect the Penya’s reputation and follow its rules and the rules of FC Barcelona.
  • Avoid any actions that could harm the Penya or its members.
President’s Role
  • Leads the Penya and represents it in all official matters.
  • Chairs meetings and ensures the statutes are followed.
  • Approves major spending decisions together with the Treasurer.
Treasurer’s Role
  • Manages the Penya’s money and keeps accurate records of income and expenses.
  • Keeps the Penya’s funds in a dedicated club bank account.
  • Works with the President to approve all withdrawals and large payments.
Secretary’s Role
  • Keeps official records, membership lists, and meeting notes.
  • Manages official correspondence.
  • Countersigns all official contracts signed by Board Members.
Financial Safety Rules
  • No single person can spend Penya money without written approval from at least two Board Members.
  • All transactions must be recorded and available for members to review on request.
  • Penya money must never be kept in a personal bank account.
Breaches of Duty

  • If a Board Member:

    • Uses Penya money for personal purposes
    • Leaves their position without proper notice and handover
    • Does not carry out their duties
    • Acts in a way that harms the Penya

    Then:

    1. They will be removed from their role immediately.
    2. They must repay any money they took or caused to be lost.
    3. They may face legal action.
    4. They will be banned from being a Board Member in the future.

All incoming Board Members must sign an Official Board Member Contract confirming they understand and accept the above responsibilities and consequences.

Meetings

The General Assembly is held at least once a year. The Board may call extra meetings if needed.

Finances

  • Membership fees and other income are used only for Penya activities and costs.
  • The Treasurer keeps financial records and reports annually to members.

Changes to the Statutes

Changes to these statutes must be approved by the General Assembly and must respect FC Barcelona’s official Penya rules.

Dissolution

If the Penya is dissolved, any remaining funds will be donated to a charity chosen by the General Assembly.
